The University of Ioannina (UOI) is selected as LB based on the established a long-term experience in implementing, managing, monitoring, and controlling RDI, infrastructural development and equipment supply projects, along with many educational and training initiatives. During the past 10 years UOI, through Special Account for Research Fund (SARF), has implemented more than 800 National and European funded projects with a total budget of more than 20MEURO.

SARF has an well-established Quality Management System certified in conformance with the requirements of the International Management System ISO 9001:2008, in accordance with the requirements of the Greek Management Efficiency Standard, in the scope of “Project Management of Research and Development of Technological and Other Related Programs and Activities”. SARF is certified for managing projects of the Community Support Framework under the current national and community directives.

The SMART TOUR is scientifically coordinated from the Department of Computer Science and Engineering, which has successfully participated to more than 10 INTERREG projects and several other national and European research projects.

Its mission is to provide high-quality networking services to the Academic community of Greece and to disseminate ICT. GRNET’s goal is to deliver innovation through the development of ICT, the provision of innovative services and applications (e-government, e-learning, e-inclusion). GRNET has 120 staff members and an annual turnover: 6.5MEUR (2017). GRNET has a 20-year experience with the implementation of over 100 European projects, in many of which GRNET provides cloud services and hosting for various services to Universities and any kind of European organizations and entities. Concerning INTERREG, GRNET has coordinated 3 projects in the past (ELISA, EVITA, ENEDI).

GRNET is functioning in close cooperation with the Greek Ministry of Education. It is a central hub and a point of reference for all Greek Academic Institutions (Universities and Research Institutions). Thus, GRNET is in the center of decisions for Higher Education.

RASH (Interinstitutional Centre of Academic Network of Albania) is a public law body acting as the National Research and Educational Network (NREN) of all Albanian Universities and Research Centers and is created to offer services over the network for public universities and research institutions and support Albanian universities infrastructure and research. RASH offers software services that manage and streamline university administrative, didactic and research processes through the academic backbone in Tirana with 7 universities and 6 Campus Networks of regional universities (including Gjirokastra, Vlora and Korca in CB area). RASH Has an annual budget of 1MEURO and 30 ICT staff members.

RASH is involved
in GN4-2 GÉANT and GN4-3N, financed by EU Commission in Horizon2020 and
implementd as well a 4MEURO Project funded by the Italian Government for the
creation of the National Interuniversity ICT Centre and Telematic Network. 

The Barleti Institute of Research and Development (BIRD) is not profit non-governmental organization (NGO) of the Marin Barleti University group and has a remit to carry out and promote high quality applied research. BIRD is part of implementation of project and training activities through Albanian Innovation Hub, Albanian Smart City Forum, Albanian Open Innovation Network and ADEL (Albanian Digital Education and Learning).  BIRD has as well experience in participating in multinational projects like REEHUB (IT-AL-MN CBC Programme).
